The article says no. But consider the lifetime value if this were done. Most of the tools will not have to be repurchased EVERY year, it's an initial investment, plus if a whole neighborhood decided to convert to growing their own food, there would be more of a community in that neighborhood, where people will trade seeds, tools etc. Perhaps people will even pitch in for a community tool shed to use for larger tools?
